PIA supported the development of regulatory capacity in Chad’s electricity sector by helping ARSE, the national electricity regulator, take full ownership of the authorized revenue and tariff calculation framework for ChadElec.
Building on previous World Bank-supported work, PIA reviewed and updated the existing tariff calculation tool to ensure that its methodology, configuration and data requirements could be independently understood, maintained and updated by Chad’s sector stakeholders. The mission also strengthened the link between the regulatory methodology, the underlying data requirements and the resulting authorized revenue and tariff trajectory.
A dedicated capacity-building programme was delivered for ARSE and key sector stakeholders, including ChadElec and the Ministries of Energy and Finance. The training combined methodological guidance with practical, hands-on use of the model, enabling participants to understand its structure, identify and source the required data, configure and update assumptions, and independently operate the tool.
The assignment ultimately strengthened ARSE’s ability to conduct tariff reviews and regulatory assessments autonomously and on a sustainable basis.
