Geography: Liberia
Client: Global Center on Adaptation (subconsultant to Artelia)
Dates: August 2025 – January 2026
Technology: Climate & Energy Transition
Project Description
PIA supported the Global Center on Adaptation in conducting a comprehensive sectoral and spatial climate risk assessment for Liberia. The assignment aimed to identify priority areas for climate adaptation and provide inputs to support climate-related policy and institutional reforms.
Our partner Artelia examined climate hazards, vulnerabilities and potential impacts across key economic sectors and geographic areas, integrating spatial analysis to identify location-specific and sector-specific risks. PIA considered the potential macroeconomic consequences of climate-related disruptions, including impacts on economic activity and vulnerable populations, to inform the prioritization of adaptation measures.
Based on the risk assessment, PIA contributed to the development of a structured typology of adaptation interventions tailored to sectoral and geographic needs. These interventions covered policy, institutional and regulatory reforms as well as priority infrastructure investments.
The work provided an evidence base for defining and prioritizing Liberia’s adaptation agenda and supporting the development of a pipeline of targeted, climate-resilient interventions.
Key Takeaways
Climate change could reduce Liberia’s per-capita GDP by 11–15% by 2050, with significant impacts on infrastructure, agriculture, coastal areas and vulnerable populations. The assessment identified adaptation measures capable of reducing climate-related losses by 40–85%, combining resilient infrastructure, climate-smart agriculture, ecosystem protection, stronger planning and risk-informed investment.
